LED Lighting Upgrades
CCM is pleased to offer LED Lighting and Lighting Control upgrades through Resource Lighting and Energy, which will help reduce energy consumption and costs for CT municipalities and school systems! Click here for examples of projects completed by RLE.
Why should you upgrade your lighting?
Upgrading your lighting fixtures to new LED’s can significantly reduce your annual energy consumption, which is better for the environment and easier on your wallet. Even replacing older LED lighting fixtures with newer LED technology can result in substantial energy savings.
Not only are LED lighting upgrades great for energy conservation, but they are known to improve the comfort and productivity of staff, students, and employees.
Incentives for LED Upgrades
Eversource CT has the BEST LED incentive program in the country. All municipalities automatically qualify for $1,000,000 of on-bill financing at 0% interest with no cost out-of-pocket pending existing current loan balance. Depending on municipal bonding ratings and current Eversource loan balance, caps can exceed $1,000,000 up to $5,000,000 with on-bill financing.
Don’t miss out! This is the last year for Eversource's current energy efficiency incentive program before it undergoes revisions with the possibility of lighting incentives being reduced (potentially significantly) starting in 2025!

Electrification: Decarbonizing Heating & Cooling Systems
CCM is pleased to offer electrification solutions through Resource Lighting and Energy, which will help decarbonize heating and cooling systems for CT municipalities and school systems!
The CEA (Connecticut Education Association) mandates acceptable temperature and humidity ranges (68°-76°; 20%-60% humidity levels) to be maintained by CT schools by June 30th, 2026. RLE is here to help you install a new heating and cooling system to meet these regulations!
What is electrification?
The “electrification of heating” refers to the process of replacing or complementing fossil fuel heating systems, such as propane, natural gas, or oil, with electric heat pumps. All-electric heat pumps are the most popular technology for decarbonizing heating and cooling systems.
VRF System Installation Funding
Install a brand new VRF system and take advantage of Eversource’s new program! With this new program, CT Municipalities qualify for up to $2,100 per ton in rebates. In addition, $1,000,000 in on-bill funding at 0% interest is available per town or city. Caps can exceed $1,000,000 up to $5,000,000 with on-bill financing.

CCM is pleased to offer Municipal Housing Authorities with the opportunity to improve facility operational efficiency with qualifying upgrades through Resource Lighting and Energy. These upgrades will help reduce energy consumption and costs for CT housing authorities.
What Measures Qualify?
Qualifying measures include lighting, mechanical systems, steam traps, insulation and much more.

Qualifying projects are eligible to receive up to 90% of costs covered through Eversource’s Housing Authority Efficiency Program.

With Eversource’s new program, CT Housing Authorities can qualify for up to $1,000,000 in funding at 0% interest (pending current loan balance)! Financing can exceed $1,000,000, with a total cap of $5,000,000 per entity.

Battery Energy Storage Systems (BESS)
BESS Upgrades
CCM Energy has partnered with RLE to help municipalities strengthen their grid resilience and reliability through Battery Energy Storage System (BESS) that store energy for later use. These systems can supply power during outages, support critical facilities, and reduce strain on the electric grid during peak demand.
Resource Lighting & Energy, a partner of CCM, oversees the installation of BESS projects for Connecticut municipalities. RLE supports program facilitation under Eversource and United Illuminating (UI) CT’s program to implement these systems in alignment with utility and grid requirements.
Incentives & Funding for Qualifying Projects
Eversource CT and UI participate in the Energy Storage Solutions program, an initiative overseen by Connecticut Public Utilities Regulatory Authority (PURA) and administered jointly by Eversource, UI and the Connecticut Green Bank.
The program is designed to support the deployment of battery storage systems with eligible projects that receive incentives of 50% or more of the cost of purchasing and installing the systems. In many cases, these batteries can be implemented at No-Cost when partnering with verified 3rd parties through the CT Green Bank as joint ventures.
Who Qualifies for BESS Upgrades?
Any municipality that has Eversource or UI as their electricity provider can qualify for this program.
