JOB SUMMARY:
The Town Manager shall be the chief executive and administrative officer of the Town, responsible to the Town Council for the administration of all Town affairs placed in the Town Manager’s charge by or under this Charter, or by the Town Council.
Provides operational and administrative oversight to the departments of the Town of Cromwell. Ensures the effective implementation of Town goals and objectives by promoting collaboration, communication, and coordination across all municipal departments.
Directs and coordinates Town programs and activities with outside agencies and organizations. Provides leadership in policy and procedure formation and implementation.
Works under the general supervision of the Town Council and receives guidance through the Town Charter, Town Ordinances and codes, state and federal laws and regulations, and professional organizations and associations.
This position requires extensive depth of expertise and knowledge in specialized functions and business areas that are used to develop policies and procedures as well as determining efficient and innovative ways to accomplish the Town’s strategies.
ESSENTIAL FUNCTIONS:
· Assures overall daily management and continuity of municipal services; responsible for hiring/appointing department heads and administrators; reviews performance of each department.
· Directs, provides guidance to, and reviews the work of employees to accomplish operational plans and results; provides consultation and advice to management staff as required.
· Develops, manages and administers the annual budget; submits annual budget and capital program to the Town Council; approves and authorizes expenditures, purchase orders and payments; approves the forecast of funds needed for staffing, equipment, materials, and supplies; implements budgetary adjustments as appropriate and necessary.
· Formulates, interprets and/or implements management policies or operating practices; confers with the Town Council, department heads and employees regarding significant policy and procedural changes.
· Directs and coordinates a variety of special projects, including those related to capital improvement / building projects (major equipment, schools, municipal buildings, etc.) and health or storm emergencies (hurricanes, snow/ice storms, pandemics, etc.); facilitates project activities and resolves problems.
· Provides the Town Council with regular reports on operations, activities and the budget through Director reports in addition to monthly Town Manager report.
· Engages with residents and civic organizations on a regular basis; incorporates community input into Town goals and objectives for Town Council approval; attends special events.
· Maintains communication with and coordinates Town activities with outside agencies and organizations; serves as liaison between department heads, Town Council, and external agencies.
· Represents the Town and serves as municipal liaison to various regional and state organizations like Lower CT River Valley Council of Governments (River COG), Connecticut Conference of Municipalities (CCM), and Council of Small Towns (COST).
· Positively represents the Town, adheres to Town policies and procedures, OSHA, and public safety guidelines and protocols and performs job functions in a safe manner and reports all safety hazards per established policies and procedures.
· Responds to inquiries, questions, and comments from the general public per established standards and protocols.
· Responds to and resolves difficult and sensitive inquiries, issues, and complaints.
· Attend all Town Council meetings, unless excused by the Town Council (right to speak, not to vote). See that all laws and ordinances governing the town are faithfully executed.
MINIMUM QUALIFICATIONS:
Bachelor’s degree in public administration or a related field and ten (10) years of progressively responsible work as a public manager, or,
Alternatively, a combination of education, training, and experience which demonstrates possession of the required knowledge, skills and abilities,
Above experience must include a minimum of four (4) years in management or supervisory role,
Experience in advising elected officials and senior level staff, fostering collaborative labor and community relations, and managing complex governmental operations,
Must possess and maintain a valid State of Connecticut Driver’s License and the ability to drive a Town-owned vehicle per established policies, procedures, and safety guidelines,
Need not be a resident of the Town of Cromwell or State of CT at the time appointment and may reside outside the Town while in office only with the approval of the Town Council.
PREFERRED QUALIFICATIONS:
Master’s degree in public administration or a related field plus seven (7) years of progressively responsible experience in full-time public administration,
Experience serving as a municipal Town Manager or in a comparable executive leadership role, preferably within a local government organization,
Strong proficiency in employee/labor relations in a union environment, to include the administration, negotiation, and interpretation of union collective bargaining agreements,
Demonstrated success in grant research and proposal development, including identifying funding opportunities, preparing compelling grant applications, and securing external funding to support Town programs and strategic initiatives.
Five (5) years of progressively responsible experience in municipal government, including significant leadership and management responsibilities,
Demonstrated increasing levels of responsibility in the administration, planning, and oversight of municipal operations, personnel, budgets, and public service,
Substantial management experience overseeing multiple departments, municipal finances, personnel administration, policy implementation, strategic planning, and organizational leadership.
SALARY RANGE:
$160,000.00 - $190,000.00 starting pay range; commensurate with experience and subject to Town Council approval. Exempt position; thirty-five (35) hour work week. Additional events and meetings, as needed.
