JOB SUMMARY: Under direction, engages in a wide variety of responsible professional duties in performing legal services for the City.  Acts as first assistant to the Corporation Counsel.  Acts for the Corporation Counsel on request or in his/her absence. Manages the day to day operations of the Corporation Counsel’s Office. Performs related work as required.

SUPERVISION RECEIVED: Receives general supervision from Corporation Counsel and/or Mayor or Mayor’s designee

 EXAMPLES OF ESSENTIAL DUTIES: Performs complex municipal legal research and prepares important legal opinions for city departments, commissions, boards and the City Council.   Prepares cases for arbitration and trials.  Prepares and drafts all types of ordinances, resolutions, contracts, deeds and other legal documents.   Prepares cases for trial and serves as trial lawyer for the City in various courts.  Investigates claims and complaints by or against the City.  Represents the Corporation Counsel at various boards and commission meetings and at court when necessary.  Acts for the Corporation Counsel on request or in his/her absence. Performs real estate transactions.  Performs other professional duties as required. The preferred candidate will have the ability to represent the City in negotiations of collective bargaining agreements, grievances arbitration and other employment related hearings. Represents the City in hearings before Connecticut State Agencies including but not limited to Department of Labor, Board of Labor Relations, Board of Mediation and Arbitration and the Freedom of Information Commission. Prepares and manages the Office budget. Supervises staff. Oversees workers’ compensation claims and general liability claims which are administered by a third party administrator.

 KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:   Knowledge of municipal, state, federal and common law and of constitutional law affecting Connecticut Cities.  Knowledge of judicial procedures and rules of evidence. Knowledge of methods of legal research and knowledge of established precedents and sources of legal reference to City activities.  Ability to prepare and try civil law cases in the various courts. Ability to analyze and prepare a wide variety of legal documents.  Ability to express oneself clearly and concisely, orally and in writing.  Skill in conducting research on complex problems and in preparing sound legal opinions.  Prefer knowledge of collective bargaining practices including but not limited to negotiations of successor collective bargaining agreements, interest arbitrations, grievance arbitrations, municipal prohibited practices and other employment related hearings; knowledge of workers’ compensation, unemployment compensation and general liability claims and knowledge of real estate transactions. 

 MINIMUM QUALIFICATIONS REQUIRED:

 Graduation from a recognized school of law.  Five years of experience in the practice of law.  Municipal and/or government law experience and labor negotiations preferred.

 SPECIAL REQUIREMENTS:

 Must be a member of the Connecticut Bar of at least five years’ standing.  Must devote full-time to the duties of the Office and shall not otherwise engage in the practice of law after six (6) months from the date of appointment. 

PROBATIONARY PERIOD: The probationary period for this position shall be twelve (12) months.

RULE OF THE LIST: The Appointing Authority is sent all names on the certified employment  list for employment consideration.

 PHYSICAL EXAMINATION: Prior to beginning work, the successful candidate must complete and qualify on a City medical examination (including a drug screen) and a background investigation.
