A Geographic Information System (GIS) is an integral tool for local governments, enabling efficient and effective planning across all municipal departments, improving the delivery of services, and helping to engage and empower citizens.
By leveraging the collective buying power of its members and partnering with GIS consultants at FLO Analytics, CCM’s GIS Consortium provides affordable access to GIS expertise and resources, so you can implement the right GIS solution for your community.
The Benefits of GIS
You can use GIS to improve the operation of utility networks, analyze the value of land and associated improvements, maintain right-of-way assets, develop and share public safety response plans, promote sustainable communities, and more.
GIS can integrate information among your municipality’s departments, increasing communications and facilitating collaboration. Other benefits include:
- Preserving institutional knowledge
Capture your employees’ knowledge before they retire
- Increasing efficiencies and reducing costs

Frequently Asked Questions
Q: What does the free rapid needs assessment entail?
A: The free rapid needs assessment is an objective way to determine the state of GIS at your organization or help prepare us to work with you on a specific project. The assessment identifies your goals for GIS implementation, and recommends ways to move forward. FLO GIS analysts meet with key staff who use or would like to use GIS, for a two-hour, on-site informational interview. FLO then creates a summary memo of their findings and provides a list of recommendations for next steps.
Q: Is the time used to conduct the free rapid needs assessment subtracted from my consulting hours?
A: No. The hours needed to conduct your free rapid needs assessment are not billed. If you wish to do a more in-depth needs assessment, FLO Analytics will bill for the additional time.
Q: Can I elect to skip the rapid needs assessment and get more consulting hours instead?
A: Organizations can skip the rapid needs assessment but will not receive additional consulting hours as a result.
Q: How long does membership last?
A: Membership in the GIS Consortium is valid for one year from your initial enrollment date.
Q: Does my budget expire?
A: We recognize that organizations work under varying constraints and time frames, and so we automatically roll over unused budget while an organization remains a member of the Consortium. If membership lapses, we will work with the organization to establish a mutually agreeable expiration date for any outstanding budget.
