C1 Building Collaborative Relationships to Support Shared Services - Co-sponsored by Connecticut Association of Boards of Education (CABE) and the Connecticut Association of Public School Superintendents (CAPSS)
Municipal officials, board of education members and superintendents are in search of ways to deliver services more efficiently and effectively. The panel will discuss strategies to develop collaborative and trusting relationships that will support building and sustaining these services.
C2 Your Town Needs a New or Renovated Municipal Building - What Cements Its Success
Whether it’s a town hall, public safety facility, library, school or other type of building, your capital expenditure is rooted in public interest and funding. Positioning the project from start to finish, by engaging the right building committee, legal and purchasing expertise, and design and construction support is key to keeping the project on budget and schedule. We will discuss project organization, legal and purchasing requirements, balancing project need within a reasonable budget, the Town’s responsibilities during both design and construction phases, and monitoring of the Town’s interests. Our program concludes with a flash round of Do’s and Don’ts for project success.
C3 2020 Decennial - What You Need to Know
In this workshop you'll be provided accurate information about the upcoming 2020 Census and why it's critical that we realize a complete and accurate count for Connecticut. Workshop participants will learn why the 2020 Census is safe, easy, and important; How it's at the core of our democracy, how the US Census Bureau will invite everyone to respond, and how the decennial Census determines the allocation of federal dollars to the states for our most important programs. Success of the census depends on community involvement at every level.

C5 Labor Contract Negotiations Best Practices and Developing Cost-Saving Proposals - Co-sponsored by Pullman & Comley, LLC and ConnPELRA
It is essential that employers, especially municipalities, understand the boundaries of employee protected speech in the context of both union and nonunion employees under the National Labor Relations Act (NLRA). Employers also need to know how to effectively regulate social media in the workplace. Lastly, we will discuss the National Labor Relations Board’s guidelines to help employers develop social media policies that do not run afoul of the NLRA.
C6 The War on the Silent Killer to Your Bottom Line...Workplace Stress - Co-sponsored by ConnectiCare
In this session, employers will learn the impact that stress has on employee productivity, chronic disease, and healthcare costs. The presenters will share best practices for recognizing stress in the workplace and reducing it through several on-site programs that can help employees learn mindfulness and other stress-reducing techniques.
C7 - Addressing homelessness in our towns and cities
Residents of towns across our state share a deep commitment to helping neighbors in need, yet sometimes search for the best way to do so. This workshop will explore solutions that municipalities can adopt to meet the needs of residents struggling with homelessness and engage concerned citizens in engaging in effective responses when they learn of neighbors in need. Featuring the Connecticut Coalition to End Homelessness’s CEO Dr. Richard Cho and Mayors Ben Blake and Erin Stewart of Milford and New Britain, the workshop will showcase real-life case studies of actions towns and cities across our state are taking to productively address homelessness. The workshop will also discuss the work of the newly-formed CCM Task Force to End Homelessness.
C8 FOIA - Social Media and Electronic Communications: Are You Aware of the Requirements?
Connecticut's Freedom of Information Act (FOIA) details requirements for notice and access to public meetings, recordkeeping, and requests for information. It applies to all local government agencies, departments, institutions, boards, commissions, and authorities and their committees, but a Freedom of Information Commission report concluded that the FOIA is widely misunderstood. In this session, Tom Hennick from the FOIA Commission and Henry Zaccardi from Shipman and Goodwin will address the changing landscape of municipal communication and documentation from paper to electronic and discuss how these requirements relate to electronic communication and social media. They will also touch on problems and concerns with FOIA as it relates to social media, and electronic communications as well as what electronic communications must be disclosed under FOIA and what is exempt & excluded.
