The Director of Operations (Director) is responsible for the Operations (a/k/a Public Works) Department, including maintenance of the City’s infrastructure; land use, building and construction approvals; engineering; sewer maintenance; sanitation; facilities maintenance; street maintenance, response to storm emergencies, including snow, ice, flood, and other severe weather events. The Director of Operations reports to the Mayor.

The Director of Operations position is established by City Charter, which permits the Mayor to select a Director without regard to defined credentials or skillset. However, the following are key factors the Mayor may consider when selecting a new Director.

Interested applicants should have extensive management knowledge and experience in similar government or municipal positions. Preferred, but not required, the applicant should also have five to seven years of civil service experience, preferably in operations (public works) related areas.

Educational Requirements: Four year college degree desired. Other credentials to be considered include a degree in civil engineering or a background in accounting or budget management.

The Director of Operations is responsible for various administrative and managerial duties.

  • Monitor and oversee the City’s physical facilities.
  • Create and plan long-term programs that will enable the City to grow.
  • Analyze and assess proposals of the public work staff; after evaluation (including budget considerations), coordinate with designated department heads for consideration and implementation; supervise and direct staff to work on the chosen projects.
  • Evaluate staff and monitor employees; address employees unable to meet the standards set for the department.
  • Conduct performance reviews, hire new employees, and handle terminations.
  • Developing the protocol for hiring outside vendors; create bid specifications and recommend specific vendors for the particular projects.
  • Ensure all work is completed successfully by contractors, vendors, and other staff.
  • The Director is required to attend public events and conduct on-site inspections as requested by upper management. Primarily works during regular business hours unless there are special events or major issues with public services that require extending the workday.
  • Monitors the activities of departments within the Operations Department (app. 230 employees). These sub-departments include: Sanitation and Recycling; Facilities and Park Maintenance; Engineering; Transportation, Traffic and Parking; Road Maintenance; Building Inspection and Code Enforcement; Land Use and Zoning; Fleet Management; Recreation and Leisure Services; and Citizens Services.

Salary Range: $134,780 to $161,735; competitive benefit package including medical, dental, vision, 457(B) Defined Contribution Plan with 401(A) match.
