Drug-and-Alcohol Testing Consortium
The CCM Drug-and-Alcohol Testing Consortium provides CCM and CIRMA members with all the testing and management services necessary for compliance with Federal Department of Transportation (DOT) drug-and-alcohol testing regulations. CCM contracts with an experienced provider of drug-and-alcohol testing services. The annual per-driver fee covers all six types of testing required by DOT regulations, review by a Medical Review Officer (M.R.O.), services of Substance Abuse Professionals, training for supervisors and drivers, information materials, record keeping, reporting, and policy development assistance.

What is CCM's Drug-and-Alcohol Testing Consortium?
The consortium provides CCM and CIRMA members with all the testing and management services necessary for compliance with DOT drug-and-alcohol testing regulations. The program offers towns and cities -- regardless of size -- all the advantages of being in a random testing pool. By joining the consortium your workers are pooled with other municipalities. This reduces your administrative burden while maintaining the deterrent of random testing.
Who is covered?
All vehicle operators holding commercial driver's licenses (CDL's) and others performing safety sensitive transportation functions covered in public works, social services, recreation and education. Seasonal and short-term contract workers are also covered in these areas.
How does random drug testing work?
CCM's testing provider uses a computer to randomly select the names of those to be tested each month, and makes arrangements with the municipality for testing. If a selected worker is unavailable that day, the individual is either tested upon returning to work, or is returned to the random pool.
The number of tests each year is equal to 50% of the number of workers in the pool for drugs and 10% of that number for alcohol. The number of tests is proportional to number of workers. If there are 120 workers, 60 drug tests are administered annually, or five drug tests each month. Twelve alcohol tests are administered each year or one per month.
After an individual's name is selected for testing in any given month, it is returned to the pool. Note that any worker could be tested more than once annually. The odds of being selected for testing are the same for each worker every time.
Drug testing is performed by collecting and analyzing urine specimens; alcohol is tested by using evidential breath samples.
