Research and Information Service

CCM’s Research and Information Service provides prompt, individualized replies to requests by officials of CCM-member cities and towns on every kind of municipal issue. Nothing like it is available anywhere else in Connecticut. A town could not buy such a service for many, many times the price of membership in CCM.

Please note that it is the Research and Information Service's policy to provide the chief executive officer of a member municipality with carbon copies of cover letters accompanying information provided to officials in his or her town.

CCM Research and Information Service Carbon Copy Policy

CCM’s Research and Information Service is a base service provided to all officials from member towns. Each municipality has a researcher assigned to it; its officials can contact their researcher to make requests (there are three full-time researchers; the state is divided into three regions for these purposes).

It is the policy of the department to respond to all requests from member officials (the service does not render legal opinions, and salary requests must come from CEOs, local legislative bodies, finance boards, or personnel departments).

A carbon copy (“cc”) of all responses to requests is sent to the CEO (i.e., mayor, first selectman, or town manager) of a member municipality each time a request is responded to (a ”carbon copy” is a copy of the cover letter sent to the requestor). Member officials are informed, upon each request, that a cc will be sent to the CEO.

CCs are sent regardless of the form of response (e.g., an e-mail response is either e-mailed to the CEO or a hard copy is faxed or regular-mailed to that office).
