Under the general direction of the Mayor, performs highly responsible administrative and professional work involving the direction of a broad range of municipal finance and administrative functions. As Chief Fiscal Officer of the City, advises the Mayor regarding financial, management and budget matters. Responsible for the direction, coordination, control and administration of the Finance Department which includes Treasury, Accounting, Accounts Receivable and Payable, Payroll, Purchasing, Assessment, Tax Collection and the City's Computer Information System.
The Director of Finance establishes and recommends Citywide policies, develops operating systems and prepares and promulgates standard procedures relating to financial, management and budget responsibilities encompassed in the City Charter, State and Federal Statutes and administrative regulations, plans and directs the operations of the Finance Department through division supervisors, evaluates and administers financial management programs such as City financial reporting, accounting, payroll, budgeting, data processing services, cash management, investment, control activities, tax collections, risk management, purchasing, internal and external auditing, and special ordinances, and according to fiscal year and financial planning schedules, coordinates, prepares and assists in the administration of the City budget and indebtedness program, oversees budget administration, directs and controls the expenditure of City and department fund allocations within the constraints of approved budgets.

Candidates should have a thorough knowledge of municipal financial management principles and practices, including accounting, budgeting, auditing, treasury, tax assessment and collection, purchasing and financial control system, as well as the laws regulations and standards pertaining to municipal financial management, including tax collection and assessment matters.
Considerable knowledge of municipal investment, auditing, union relations, insurance and risk management practices is required, plus the ability to plan, organize and administer the activities of a municipal finance department and to supervise the work of others and develop short and long range financial plans and programs.
The Director of Finance also should possess the ability to analyze the operations of a variety of municipal departments and to identify opportunities for cost savings through efficiencies of operation and must make decisions within deadlines in an environment of professional standards, limited resources, and competing claims.

Master's degree in Finance, Public or Business Administration or closely related field plus 6-7 years related experience, and at least 3-4 years of supervisory experience, or equivalent. Must be bondable and possess a valid motor vehicle license, must possess a CGFM certification or equivalent.
