The Town of Manchester is seeking a highly experienced and innovative public procurement professional to join the Town’s Finance Department as the Director of General Services (Procurement Manager).

Reporting directly to the Director of Finance, the incumbent must be hands on and comfortable working on all aspects of the town’s procurement activities, but also serve as a strategic advisor on the organization’s procurement and purchasing processes, with a goal of continuous development and improvement.

Key technical responsibilities include developing, implementing and administering procurement and materials management plans, policies, and procedures; ensuring compliance with local, state, and federal purchasing regulations; development and implementation of annual contracts; strategic procurement planning; developing effective service relationships with client departments and external vendors; training and managing staff; mediating contentious issues that may arise from purchasing activities; administering the disposal of surplus assets; leveraging technology to improve operations; ensuring the town’s purchasing activities meet the highest ethical standards; report preparation for the Director of Finance; attending meetings.
