- Local Campaign Finance Reform: Case Studies, Innovations and Model Legislation
, National Civic League, 1998 with a 2001 addendum. These books provide examples of local campaign finance initiatives, including sample ordinances, from around the country. Reform measures passed in municipalities include public financing provisions, contribution limits, and mandatory or voluntary spending limits. Municipalities profiled in these books range from Alta, Utah (pop. 397) to Los Angeles, California (pop. 3.6 million). - The Connecticut State Elections Enforcement Commission (EEC) has published The Connecticut Campaign Finance Law: A Guide for Municipal Candidates. The Guide outlines the legal responsibilities of key campaign players including candidates, committee chairs and treasurers, as well as campaign prohibitions, fund-raising rules and reporting requirements. - The Brennan Center for Justice at New York University’s School of Law has made available on its website Writing Reform: A Guide to Drafting State and Local Campaign Finance Laws, Deborah Goldberg, updated to December 31, 2001. This manual addresses the legal framework of campaign finance laws in general, and specific types of reforms. It also contains a list of national organizations that can provide further information on campaign finance reform.
