TITLE: Assistant Tax Collector
START RATE $15.62 effective 7/1/09
$3000 certification bonus paid in arrears

GENERAL DESCRIPTION:

This union position has responsibility under the Tax Collector for the collection of all current and delinquent Town taxes, water assessments, and sewer assessments. The Assistant Tax collector performs routine clerical, report development, and data processing work in the billing and collection of taxes, sewer assessments and water assessments. Duties are performed independently under the direction of the Tax Collector and are reviewed though meetings.

ESSENTIAL FUNCTIONS:

  • Provides assistance to the Tax Collector in the following areas: communicates verbally and by telephone with the general public, attorneys, banks, state and local officials.
  • Receives tax payments and validates bills.
  • Records payments into the computer system.
  • Calculates interest on past due accounts.
  • Verify tax delinquents for building permits.
  • Processes daily or weekly deposits and reconciliation reports to the Town and the Treasurer.
  • Helps administer the procedures needed to collect delinquent tax payments.
  • Prepares tax data for the State Department of Motor Vehicles.
  • Records liens, liens releases and other changes to the status of real property.
  • Records any adjustments made by Assessor.
  • Performs other duties as required in the Tax Office.

QUALIFICATIONS:

Considerable knowledge of office methods, accounting and bookkeeping principles and practices. Ability to deal cooperatively, effectively and tactfully with the general public and other employees. Ability to perform mathematical computations accurately. Knowledge of the use of Excel and Word, as well as other office and accounting machines. Ability to maintain complex files and financial records and to prepare clerical and financial reports and statements from the computer. Ability to assume responsibility in performing assigned duties, some of which may be of a confidential nature. Ability to work under pressure and/or with frequent interruptions. Basic knowledge of Connecticut General Statutes as they relate to the operations of the Tax Collector's office.

EDUCATION, ABILITIES AND/OR EXPERIENCE:

  • Graduation from high school, vocational school or the equivalent.
  • Two (2) years experience with computer administrative systems used in a Tax Collector's Office or any equivalent combination of experience and training which demonstrates the ability to perform the duties of the position - Preferred.
  • Ability to become knowledgeable of department procedures and Town ordinances.
  • Completion of 1A of the CCMC classes - Preferred.
  • Must have a valid CT Driver's License.
