SUMMARY

This workshop will teach you how to better manage your volunteer resources, enabling you to fully utilize your volunteer resources while protecting your entity from liability. It outlines types of liability and risk, and the steps in developing a risk management plan for your volunteer workforce.

LEARNING OBJECTIVES

Volunteer workers provide valuable services in almost all municipal operations, including police departments, libraries, schools, and public works.

Many individuals and community groups in our municipalities are ready and eager to volunteer their time to improve the community. And in fact, many municipal department are successful because of their strong volunteer programs

The key to the successful use of volunteer labor is learning to manage volunteers to minimize risk and improve the value of their efforts. Volunteers should be treated as more than just “free labor”; many volunteers provide skilled or professional level services to their communities.

However, there are several areas of concern that managers should address when using volunteer labor. Managers need to prepare for the liability to the volunteer, liability of the municipality to the volunteer, and the liability of the municipality because of the actions of the volunteer.

This workshop will review typical case examples of volunteer exposures and provide guidance on how to develop a well-designed volunteer management plan.

  • Define volunteer liability and outline examples.
  • Dispel the myths of volunteer liability.
  • Discuss the value of volunteer risk management.
  • Outline the critical steps to developing a volunteer management plan.

DIRECTIONS

From New Haven and South: Take I-91 North to Exit 10. Take Route 40 Connector to end. Go right off exit, north on Route 10. Take Route 10 into Cheshire Center. Take right on Wallingford Road and then next left on Elm Street. Entrance for Town Hall is on left. Please park in the “Grange” parking lot—Proceed to end of Elm Street. At stop sign make left on to Wallingford Road. Grange lot is 100 feet down on your left.

From Hartford and North: Take I-91 South to I-691 Connector in Meriden. Take I-691 West until Exit 3. Go left at exit and proceed south on Route 10 for about 4 miles into Cheshire center. Take left at light on to Academy Road (Cheshire Academy will be on your left). Take next right on to Elm Street. Entrance to Town Hall is on right. Please park in the “Grange” parking lot. Proceed to end of Elm Street. At stop sign make left on to Wallingford. Grange lot is 100 feet down on your left.

From Waterbury and West: Take I-84 East to Exit 26. Bear right at end of ramp onto Waterbury Road (Rt. 70) follow for exactly 3.9 miles. Turn right at light on Main Street and take right at next light. Immediately after this light is another light at which you turn left on Academy Road. (Cheshire Academy is on your left). Take next right on to Elm Street. Entrance to Town Hall is on right. Please park in “Grange” parking lot. Proceed to end of Elm Street. At stop sign make left on to Wallingford. Grange lot is 100 feet down on your left.

Parking: Please park in the “Grange” parking lot. Proceed to end of Elm Street. At stop sign make left on to Wallingford. Grange lot is 100 feet down on your left. Please do not park in lot closest to Town Hall.
