learn how to implement a pre-employment physical requirement
with an HPE that complies with ADA requirements.

LEARNING OBJECTIVES
Municipal employers are responsible for protecting employees
from injury and illness—and this includes protecting them from
the aggravation of a pre-existing medical conditions.
If a job opening is physical in nature or labor-intensive,
CIRMA recommends that its members implement a Pre-
Employment Physical with a Human Performance Evaluation
(HPE) component in its hiring process. These post-offer, preemployment
requirements help ensure that a new hire can perform
the physical-essential functions of the job. An added benefit
is that the HPE component is a good opportunity to instruct
new hires about how to safely perform the physical-essential
functions of their job.
This CIRMA workshop will show you how to implement a
Pre-Employment Physical requirement with an HPE component
that protects the municipality from high loss costs associated
with on-the-job injuries.
Topics covered include:
- The components of a pre-employment physical, including the
importance of a Human Performance Evaluation (HPE).
- The cost and operational benefits of a post-offer,
pre-employment physical requirement.
- Why and how to use the Cost-of-Risk calculation to support
the adoption of a pre-employment HPE.
- The legal aspects of implementing a post-offer,
pre-employment physical requirement, including American
with Disability Act considerations and requirements.
- Rescinding an offer after a failed Pre-Employment Physical.
- CIRMA's 6-step approach to implementing an effective
Pre-employment Medical & Fitness program.

Luc Pentz serves as a Risk Management
Consultant for CIRMA's Risk Management
Services. Luc has worked at CIRMA for the
past three years developing and implementing
special projects, products, and consultative
services. Luc holds a B.S. Degree in Criminal
Justice from Quinnipiac University, and is currently
pursuing his Masters in Business Administration and
Associates in Risk Management designation through Quinnipiac
University's School of Business. Luc provides proactive Risk
Management consultation for CIRMA's Workers' Compensation
and Liability-Auto-Property membership.

DIRECTIONS
From the North:
Follow I-91 South to Hartford. In Windsor, take Exit 35 onto I-291 West.
Continue (go over Bisell Bridge) to I-84 East to Exit 68. Take Route 195
South for about 7 miles. (Cross over both Route 32 and Route 44 and
through the UConn campus.) South Eagleville Road is first right after the
campus; the Community Center is the first driveway on right.
From Southwestern Connecticut:
Follow I-91 North to Hartford and take Exit 29 which connects with I-84
East. Follow directions from I-84 above.
From Southeastern Connecticut:
Take Route 32 and continue north to Willimantic. Then follow the signs
for Route 195 for about 6 miles into Mansfield. You will cross Route 6
after entering Mansfield. South Eagleville Road is on left, just before the
UConn campus. Community Center is the first driveway on right.
From the West:
Follow I-84 East/West to Exit 68. Take Route I-95 South and continue
for about 7 miles. ( Cross over both Route 32 and Route 44 and through
the University of Connecticut campus.) South Eagleville Road is first right
after campus; the Community Center is the first driveway on your right.
