learn how to implement a pre-employment physical requirement
with an HPE that complies with ADA requirements.

LEARNING OBJECTIVES
Municipal employers are responsible for protecting employees
from injury and illness—and this includes protecting them from
the aggravation of a pre-existing medical conditions.
If a job opening is physical in nature or labor-intensive,
CIRMA recommends that its members implement a Pre-
Employment Physical with a Human Performance Evaluation
(HPE) component in its hiring process. These post-offer, preemployment
requirements help ensure that a new hire can perform
the physical-essential functions of the job. An added benefit
is that the HPE component is a good opportunity to instruct
new hires about how to safely perform the physical-essential
functions of their job.
This CIRMA workshop will show you how to implement a
Pre-Employment Physical requirement with an HPE component
that protects the municipality from high loss costs associated
with on-the-job injuries.
Topics covered include:
- The components of a pre-employment physical, including the
importance of a Human Performance Evaluation (HPE).
- The cost and operational benefits of a post-offer,
pre-employment physical requirement.
- Why and how to use the Cost-of-Risk calculation to support
the adoption of a pre-employment HPE.
- The legal aspects of implementing a post-offer,
pre-employment physical requirement, including American
with Disability Act considerations and requirements.
- Rescinding an offer after a failed Pre-Employment Physical.
- CIRMA's 6-step approach to implementing an effective
Pre-employment Medical & Fitness program.

Services. Luc has worked at CIRMA for the
past three years developing and implementing

services. Luc holds a B.S. Degree in Criminal
Justice from Quinnipiac University, and is currently
pursuing his Masters in Business Administration and
Associates in Risk Management designation through Quinnipiac
University's School of Business. Luc provides proactive Risk
Management consultation for CIRMA's Workers' Compensation
and Liability-Auto-Property membership.

DIRECTIONS
From Points South via I-395
Take I-395 North to Exit 93 (Route 101). Turn left onto Route 101, and
go about two miles, then turn right at the stop light onto Upper Maple
Street. Killingly Intermediate School is about 1/4 mile on the left.
From Points West via Route 6
Take Route 6 east into Danielson, then take I-395 North to Exit 93
(Route 101). Turn left onto Route 101, and go about two miles, then turn
right at the stop light onto Upper Maple Street. Killingly Intermediate
School is about 1/4 mile on the left.
From Points North via I-395
Take I-395 South to Exit 93 (Route 101). Turn right onto Route 101, and
go about 2 miles, then turn right at light onto Upper Maple Street.
Killingly Intermediate School is about 1/4 mile on the left.
From Hartford and Points West
Take I-84 East to Exit 69 for Route 74. Follow Route 74 to Route 44
(about 7 miles), then turn left onto Route 44. Stay on Route 44 through
Eastford. Continue into Pomfret - you will come to the intersection of
169/101/44. Stay straight on Route 101. Follow Route 101 for about 3
1/2 miles to stop light at Maple Street. Turn left onto Upper Maple Street.
Killingly Intermediate School is about 1/4 mile on the left.
