SPEAKERS
Michael B. Guarco, Jr., Chairman, Board of Finance, Town of Granby
Mike Guarco is a life-long resident of Connecticut and the town of Granby in the north central part of our state. After graduating from the Wharton School at UPENN, he immediately became involved in local government service in Granby, first on Economic Development Boards and then in 1982 joining the Board of Finance. He has chaired the BOF since 1989.
As a Board of Finance member, he has played key roles in developing long range forecasting plans and computer models, in formatting multi-year budget guideline processes, and in becoming one of the initiators behind the CT Municipal Consortium for Fiscal Responsibility - a broad alliance of Boards of Education, Finance, and Selectmen and their chairmen who feel that mandates without money are a critical problem for towns and cities that end up squeezing good programs out of budgets statewide.
Glenn Klocko, Comptroller, City of Bristol
Glenn Klocko has held the position of Comptroller for the City of Bristol for the past nine years. He previously served ten years as Director of Finance for the Town of Avon. While serving Avon, Glenn was a part of the management team that received a credit rating upgrade to TRIPLE A (AAA) from Moody's and Standard & Poors bond rating services. The first triple A in Hartford County in more than 20 years. He is a Certified Public Finance Officer and is a past president of the Connecticut Government Finance Officers Association (GFOA). He is currently teaching Public Financial Administration at the University of Connecticut at the graduate level.
Mr. Klocko received his undergraduate degree from Central Connecticut State University and his master's degree from the University of Hartford. He is currently serving his second 6-year elected term on the Southington Board of Finance. He previously served as chairman for two years.
