According to the Centers for Disease Control and Prevention over half of healthcare expenditures are for preventable illnesses. Yet most organizations spend over 95% of their healthcare budget paying for sickness and less than 5% on preventing disease.

The Ovation Benefits 2008 CT Public Sector Healthcare Cost & Benefit Survey results provide insights into current health reform initiatives, serving to quantify the magnitude of the problem and also highlighting the foundational causes driving healthcare costs in the municipal sector.
