Making the Best Land Use Decisions
Wetlands, Water Quality Protection and Land Use Change

PROGRAM OVERVIEW
This workshop is designed to help participants understand the
relationship between wetlands, water quality, and permanent land use
change.
Section One will cover how the State of Connecticut defines wetlands
and how wetlands work to protect water quality.
Section Two will cover the valuable reference material currently
available to assist individuals creating plans, and/or review plans for
permanent land use changes.
Section Three will introduce participants to the concepts behind Low
Impact Development and how it can be the most effective tool
available to protect and improve water quality in the streams and
lakes of Connecticut.
LEARNING OBJECTIVES
- Find out the State of Connecticut’s definition of wetlands
- Learn how wetlands protect water quality
- Understand what areas of land use degrade wetlands and water
quality
- Review publications on how to prevent water quality degradation:
- 2002 CT Guidelines for Soil Erosion and Sediment Control
and the new companion Photo Archive
- 2004 CT Storm-water Quality Manual
- Learn about Low Impact Development (LID) and how it protects
water quality

SPEAKERS
Sean Hayden
Northwest Conservation District
Sean Hayden has worked as a Soil Scientist at the Northwest Conservation
District for the past 10 years. He is responsible for providing
the towns and residents of Northwest CT with technical and
educational tools necessary for the promotion of natural resources
conservation.
Sean’s responsibilities include wetland delineation, natural
resource mapping, certification of sediment and erosion control plans,
the review of storm-water quality management plans, construction
inspections, and design and delivery of environmental management
education/training programs.

DIRECTIONS
From the ENFIELD Area: Take I-91 South into Hartford. When you
get to Hartford, take left exit for Route 2/Interstate 84 East. Take the
Glastonbury exit onto Route 2 East. Follow Route 2 East and take Exit 8
Hebron Avenue/Route 94. At the end of exit, turn right onto Hebron
Avenue and follow it down to the end. You will not be able to go any
farther. Daybreak Coffee Shop will be in front of you. Turn left onto Main
Street. Follow Main Street approximately 1/4 mile. The Town Hall will
be a brick building on your right at 2155 Main Street.
From the NEW HAVEN Area: Take I-91 North towards Hartford. Just
after you pass Wethersfield, there will be an Exit 25-26 for "Glastonbury
Exit Only/Route 3". Take this exit and go over the Putnam Bridge. Do
not head into Wethersfield. After you go over the Putnam Bridge, take
the exit for Route 2 towards Norwich/New London and the take Exit 8
Hebron Avenue/Route 94. At the end of exit, turn right onto Hebron
Avenue and follow it down to the end. You will not be able to go any
farther. Daybreak Coffee Shop will be in front of you. Turn left onto Main
Street. Follow Main Street approximately 1/4 mile. The Town Hall will
be a brick building on your right at 2155 Main Street.
From the NORWICH Area: Take Route 2 West towards Hartford. Take
the Hebron Avenue exit. Turn right at the end of the exit and then turn
left at the traffic light onto Hebron Avenue (there will be a Texaco at
the end of the exit). Follow Hebron Avenue down to the end. You will
not be able to go any farther. Daybreak Coffee Shop will be in front of
you. Turn left onto Main Street. Follow Main Street approximately 1/4
mile. The Town Hall will be a brick building on your right at 2155
Main Street.
From the ESSEX Area: Take Route 9 to I-91 North exit. Get onto
I-91 North and then follow New Haven directions above.
From the VERNON Area: Take I-84 West towards Waterbury until
you just get into Hartford. Take the left exit for Route 2. Once you are
on Route 2, take Exit 8 Hebron Avenue/Route 94. Then follow directions
from New Haven above.
From the WATERBURY Area: Take I-84 East towards Hartford.
When you get into Hartford, follow the signs for Route 2 towards
Glastonbury. Get onto Route 2. Once on Route 2, take Exit 8 Hebron
Avenue/Route 94. Then follow directions from New Haven above.
