SUMMARY
This workshop teaches participants how to develop a Lockout/
Tagout program: requirements for the procedures, what types of
equipment are covered and exempt, and authorized vs. affected
employees.

LEARNING OBJECTIVES
When it's time for maintenance or repairs of equipment, simply
turning the machine off or unplugging it while it is being worked
on does not give enough protection for workers. Many accidents
have happened because someone thought the machine was
turned off or all of the energy had dissipated. These accidents
are often serious; the U.S. Department of Labor states that,
on average, workers injured on the job from hazardous energy
lose over three weeks of work for recuperation.
Workers may be exposed to hazardous energy in several forms
and combinations during installation, maintenance, service, or
repair work:
- Potential energy maybe stored in pressure vessels, gas
tanks or hydraulics and unwittingly released as kinetic
energy that can injure those nearby.
- Electrical energy from generated electrical power, static
sources, or electrical storage devices (such as batteries or
capacitors) can shock or kill unwary workers.
- Thermal energy resulting from mechanical work, radiation,
chemical reaction, or electrical resistance can cause serious
burns or injuries.
This CIRMA workshop will take you through the various required
sections of an effective written lockout/tagout program from
beginning to end. As each section is discussed, the requirements,
definitions, and procedures will be explained. Ensuring your
compliance with CONN-OSHA standards and everyone’s safety
depends on a well-designed and fully implemented Lockout/
Tagout program.
Be sure your employees understand the basics of lockout/tagout
and practice the recommended safety procedures on the job. If
you are new to lockout/tagout this class will give you the basics
you need to know to get your program running. And, for those
who are familiar with lockout/tagout, the class will serve as a
valuable review.

Catherine Zinsser
Connecticut State Department of Labor
Mrs. Zinsser has been with Connecticut OSHA for three years.
She has a Bachelors of Science in Industrial Hygiene from
Quinnipiac University. Mrs. Zinsser has been in the safety and
environmental consulting field for several years and as a CONNOSHA
Training Specialist. Mrs. Zinsser has responsibility for
CONN-OSHA training activities.

DIRECTIONS
From the ENFIELD Area: Take I-91 South into Hartford. When you
get to Hartford, take left exit for Route 2/Interstate 84 East. Take the
Glastonbury exit onto Route 2 East. Follow Route 2 East and take Exit 8
Hebron Avenue/Route 94. At the end of exit, turn right onto Hebron
Avenue and follow it down to the end. You will not be able to go any
farther. Daybreak Coffee Shop will be in front of you. Turn left onto Main
Street. Follow Main Street approximately 1/4 mile. The Town Hall will
be a brick building on your right at 2155 Main Street.
From the NEW HAVEN Area: Take I-91 North towards Hartford. Just
after you pass Wethersfield, there will be an Exit 25-26 for "Glastonbury
Exit Only/Route 3". Take this exit and go over the Putnam Bridge. Do
not head into Wethersfield. After you go over the Putnam Bridge, take
the exit for Route 2 towards Norwich/New London and the take Exit 8
Hebron Avenue/Route 94. At the end of exit, turn right onto Hebron
Avenue and follow it down to the end. You will not be able to go any
farther. Daybreak Coffee Shop will be in front of you. Turn left onto Main
Street. Follow Main Street approximately 1/4 mile. The Town Hall will
be a brick building on your right at 2155 Main Street.
From the NORWICH Area: Take Route 2 West towards Hartford. Take
the Hebron Avenue exit. Turn right at the end of the exit and then turn
left at the traffic light onto Hebron Avenue (there will be a Texaco at
the end of the exit). Follow Hebron Avenue down to the end. You will
not be able to go any farther. Daybreak Coffee Shop will be in front of
you. Turn left onto Main Street. Follow Main Street approximately 1/4
mile. The Town Hall will be a brick building on your right at 2155
Main Street.
From the ESSEX Area: Take Route 9 to I-91 North exit. Get
onto I-91 North and then follow New Haven directions above.
From the VERNON Area: Take I-84 West towards Waterbury until
you just get into Hartford. Take the left exit for Route 2. Once you are
on Route 2, take Exit 8 Hebron Avenue/Route 94. Then follow directions
from New Haven above.
From the WATERBURY Area: Take I-84 East towards Hartford.
When you get into Hartford, follow the signs for Route 2 towards
Glastonbury. Get onto Route 2. Once on Route 2, take Exit 8 Hebron
Avenue/Route 94. Then follow directions from New Haven above.
