Smart Growth is a comprehensive set of policies and techniques that encourge development to occur where the infrastructure to support it already exists, thereby preserving open space and agricultural lands, spurring reinvestment in our urban centers and developed communities, and discouraging costly and destructive sprawl. Smart Growth policies understand the underlying fiscal imperatives that drive land use decisions at the local level -- such as the over reliance on property taxes to fund public services in Connecticut and the need for towns and cities to grow their grand lists. A successful Smart Growth policy for Connecticut has to involve both land use reform and fiscal reform.
