Municipal aid is in jeopardy:
Appropriations Committee to vote on budget this week

The General Assembly’s Appropriations Committee is expected to vote on its version of the state budget this week.

The Committee’s version of the budget is the opening move in a high-stakes poker game with the Governor in which municipal aid is in the middle of the table - and at risk. The Committee’s budget will be the Democratic basis for negotiations with the Governor later in the session.

The Committee may be considering a budget that would significantly reduce the Governor’s proposals concerning education funding, while restoring some funding the Governor proposed to cut from non-education areas such as Town Aid Road (TAR) and the PILOT programs.

If that happens, the amount of municipal aid can be expected to be much lower overall than that proposed by the Governor.

The Committee is also considering important initiatives concerning municipal health care cost containment and incentives for regional cooperation.

YOUR ACTION NEEDED NOW!

Rank and file legislators are split between those who want to support the Governor’s ECS numbers and restore municipal aid and those who do not want to raise state taxes enough to pay for it.

Call your state legislators RIGHT AWAY – especially those on the Appropriations Committee (see list below).

Tell them that incremental change no longer cuts it and significant moves on municipal aid and property tax relief are necessary this year. Urge them to support:

  • Phase-In of Education Cost-Sharing funding levels proposed by the Governor
  • Increased Special Education reimbursement, restoration of Special Education Equity grant
  • Funding for categorical education grants
  • Restoration, and full funding, of Payments-in-Lieu-of-Taxes (PILOT) programs
  • Restoration and funding of the Pequot-Mohegan grant
  • Increased funding for Town Aid Roads
  • Restoration of other funding that would be cut in the Governor’s budget
  • Proposals that would reduce municipal health care costs and encourage regional cooperation

Tell them you will support them publicly if they make the tough spending and taxing decisions that are necessary to support municipal aid and property tax relief.
